Emil Koennel
Emil Koennel has thirty-five plus years experience in the construction industry reflecting specialized experience in project management and project controls. His projects include commercial, institutional and government projects, courthouse and correctional facilities, wastewater treatment and power plant projects, airports, light rail, hospitals, schools and sports facilities. Mr. Koennel is highly skilled at developing program-specific analytical tools to predict time and cost impacts on Airport Expansion Programs. During the past ten years, he has served as the senior scheduling consultant to the Program Manager on more than ten airport expansion programs throughout North America and at Abu Dhabi. During the conceptual stages, he has designed the sequencing of multiple-project programs which is then incorporated into the program documents of six major international airports.
Mr. Koennel is expert in providing consulting services to project owners, sureties, legal counsel, program managers, general contractors, and specialty contractors including: Critical Path Method (CPM) construction schedule preparation and updating; Earned Value Measurement reporting; project delay analysis; labor productivity and cost analyses; construction claim analyses; Change Order time and cost analyses; preparation of construction claims; project management and controls training; expert witness.
This work has involved creating schedules on large, multi-project, major capital improvement programs with complex inter-project relations. Included in the scheduling effort was cost loading for cash flow/funding requirements and evaluation of progress achieved with earned value through the schedule update process. On other projects the work has included developing and implementing successful claims avoidance programs. On projects with construction claims, the work has included preparing as-built networks, delay analyses, and damage calculations. The results of Mr. Koennel’s work have been authoritatively presented in negotiations, mediations and arbitrations.
